BackgroundCore Concept

Background

India's employment challenge is inseparable from its education architecture. Article 21A, inserted by the 86th Constitutional Amendment, 2002, guarantees every child aged six to fourteen the right to free and compulsory education, operationalised through the Right of Children to Free and Compulsory Education (RTE) Act, 2009. Education is a Concurrent List subject under the Seventh Schedule, meaning both Union and state governments share responsibility — a division that has historically produced coordination failures and uneven quality. Over decades, public schooling narrowed into a credentialist pipeline: examinations reward rote memorisation, coaching institutions monetise access to competitive tests, and students from lower-income families face structural disadvantage.

The National Education Policy (NEP) 2020 proposed the most comprehensive overhaul in over three decades — competency-based assessment, multidisciplinary curricula, and mother-tongue instruction in early years. Yet implementation has been uneven across states, and the deeper cultural shift from credentialism to holistic development remains aspirational. Meanwhile, India's demographic profile has been shifting: the country's median age is approximately 29 years, and the window for harvesting a demographic dividend — where a large working-age population drives economic growth — is narrowing. By the 2040s, the dependency ratio will rise and each worker will carry greater economic and welfare burdens, making the current failure to productively absorb youth into the workforce a long-term structural risk.

The Topic Explained

The Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation (MoSPI), is the government's primary instrument for tracking employment and unemployment. It uses two methodological approaches: the Current Weekly Status (CWS), which measures job status over the seven days preceding the survey, and the usual status approach, which measures job status over the preceding 365 days. Monthly PLFS data, available since April 2025, provides higher-frequency signals, though MoSPI itself has cautioned that month-to-month changes may reflect seasonal, academic, and survey-design factors rather than secular trends.

The Labour Force Participation Rate (LFPR) measures the share of the population that is either employed or actively seeking employment. A falling LFPR typically signals discouraged workers — people who have stopped looking for jobs because they believe none are available. Crucially, a falling LFPR should, in theory, reduce the measured unemployment rate even without new job creation, because fewer people are counted as actively seeking work. …
