"Vizhinjam Port notified as customs port, enabling full EXIM operations"
Transshipment Port
a hub where containers are transferred between vessels without entering the domestic customs territory.
Customs Port
a port designated under the Customs Act, 1962, where goods formally enter or exit a country's customs territory.
India's maritime trade has long been constrained by a structural dependency on foreign transshipment hubs — primarily Colombo (Sri Lanka), Singapore, and Port Klang (Malaysia) — for routing its containerised cargo. Approximately 75% of India's transshipment cargo was historically handled at these foreign ports, resulting in significant revenue leakage, longer transit times, and reduced competitiveness for Indian exporters. This dependency arose because Indian ports lacked the natural draft depth and handling capacity to accommodate ultra-large container vessels (ULCVs), which increasingly dominate global shipping routes.
The Sagarmala Programme, launched to drive port-led development, identified the creation of a dedicated transshipment hub as a national priority. Vizhinjam, located near Thiruvananthapuram on Kerala's southwestern coast, was identified as the ideal site owing to its natural draft of 20+ metres — one of the deepest natural harbours along India's coastline — and its proximity to the international east-west shipping lane, through which approximately 30% of global container traffic passes. The port was developed under a Public-Private Partnership (PPP) model between the Kerala government and Adani Ports and Special Economic Zone (APSEZ), with the state government as the concessioning authority.
The port commenced commercial operations in July 2024, initially functioning exclusively as an international transshipment hub — receiving large mother vessels and redistributing containers onto smaller feeder ships for onward delivery to regional ports. The latest milestone — notification as a customs port by the Central Board of Indirect Taxes and Customs (CBIC) — marks its evolution into a full-fledged export-import gateway.
A transshipment port and a customs port serve fundamentally different functions in the maritime trade architecture. A transshipment hub handles containers moving between vessels without those goods entering the domestic economy — no customs clearance is required because the cargo is in transit. A customs port, by contrast, is a designated facility where goods formally enter or exit a country's customs territory, triggering EXIM (export-import) procedures, duty assessment, and regulatory compliance under the Customs Act, 1962.
The CBIC's notification of Vizhinjam as a customs port is therefore a qualitative leap. It enables Indian exporters to load cargo directly at Vizhinjam for international shipment, and importers to receive goods directly at the port — bypassing the need to route cargo through Colombo or other foreign hubs before it reaches Indian shores. This directly reduces logistics costs (estimated at 13–14% of GDP in India, compared to 8% in developed economies) and shortens supply chain timelines. …

With reference to the Vizhinjam International Seaport, consider the following statements:
1.It is India's first international deepwater transshipment port.
2.It was developed under a PPP model between the Central Government and a private port operator.
3.The Central Board of Indirect Taxes and Customs (CBIC) has notified it as a customs port, enabling EXIM operations.
4.A Container Freight Station (CFS) has been designated for the port as part of the customs notification.
Which of the statements given above are correct?
Which of the following best explains why India has historically depended on foreign ports like Colombo and Singapore for transshipment of its containerised cargo?
Consider the following statements about a Container Freight Station (CFS):
1.A CFS is a facility where smaller shipments are consolidated into full containers for export or separated for import.
2.The absence of a CFS at a port means the port cannot handle any form of international cargo.
3.Vizhinjam's customs port notification restricts it to full container loads because no CFS has been designated for the port.
Which of the statements given above is/are correct?
Assertion (A): Vizhinjam's notification as a customs port is expected to reduce India's logistics costs and improve supply chain efficiency for exporters.
Reason (R): India's logistics costs are estimated at 13–14% of GDP, significantly higher than in developed economies, partly due to multi-leg routing of cargo through foreign transshipment hubs.
