"Glaw Lake designated India's 101st Ramsar Site, Arunachal Pradesh's first"
Ramsar Site
wetland of international importance designated under the 1971 Ramsar Convention for ecological significance.
Wise Use Principle
Ramsar's core tenet: sustainable utilisation of wetlands maintaining ecological character while supporting human livelihoods.
The Ramsar Convention on Wetlands, formally the Convention on Wetlands of International Importance Especially as Waterfowl Habitat, is an intergovernmental treaty adopted in 1971 in Ramsar, Iran. It is the oldest modern global environmental treaty still in force. Under the Convention, signatory nations commit to the wise use of all wetlands within their territory and to designating at least one site as a Wetland of International Importance — a 'Ramsar Site' — at the time of accession. India acceded to the Convention in 1982, designating Chilika Lake (Odisha) and Keoladeo Ghana National Park (Rajasthan) as its first two Ramsar Sites.
India's domestic legal framework for wetland protection rests on the Wetlands (Conservation and Management) Rules, 2017, which replaced the 2010 Rules and assign primary regulatory responsibility to State Wetland Authorities under the overall supervision of the National Wetland Authority. The Rules prohibit activities such as reclamation, solid waste dumping, and discharge of untreated effluents within notified wetlands. Complementing this, the Wildlife Protection Act, 1972 and the Environment Protection Act, 1986 provide additional layers of statutory protection, particularly where wetlands fall within protected area boundaries.
A Ramsar Site designation does not by itself create a new legal protected area under Indian law — it is an international recognition that triggers heightened conservation obligations and, importantly, eligibility for technical and financial support under the Ramsar Small Grants Fund. The ecological criteria for designation include supporting threatened species, serving as a habitat for migratory waterbirds, or representing a rare or unique wetland type. India uses the designation strategically to align international recognition with domestic conservation priorities, particularly for wetlands that support biodiversity hotspots or provide critical ecosystem services such as water regulation, carbon sequestration, and flood buffering.
The Eastern Himalayas constitute one of the world's 36 recognised biodiversity hotspots, characterised by exceptionally high species richness and endemism. …
