BackgroundCore Concept

Background

India's ambition to become a global AI powerhouse is anchored in the vision of "Make AI in India and Make AI work for India" — a dual mandate that distinguishes between building indigenous AI capability and deploying AI for tangible public benefit. This vision recognises that AI is not merely a commercial technology but a strategic national asset with implications for agriculture, healthcare, urban management, and education — sectors where India faces acute governance challenges at scale.

The policy architecture for AI in India has evolved through several layers. The NITI Aayog's National Strategy for Artificial Intelligence (released as #AIforAll) first articulated a sectoral approach, identifying healthcare, agriculture, education, smart cities, and smart mobility as priority domains. This was followed by the IndiaAI Mission, which provides the broader programmatic umbrella for compute infrastructure, data ecosystems, and talent development. The Centres of Excellence initiative sits within this broader ecosystem as the research-and-application arm — translating foundational AI research into deployable models for India-specific problems.

The institutional choice of IITs and IISc as anchors for these CoEs reflects a deliberate strategy: these institutions combine research depth with existing industry linkages and the capacity to lead large consortia of academic, government, and private partners. This consortium model is significant — it distributes both intellectual contribution and accountability across the ecosystem rather than concentrating it in a single agency.

The Topic Explained

The Government of India has established four AI Centres of Excellence (AI-CoEs), each focused on a distinct high-priority domain. The first three — covering Agriculture, Sustainable Cities, and Healthcare — were announced in the Union Budget 2023-24 with a combined outlay of ₹990 crore, led by IIT Ropar, IIT Kanpur, and IISc Bengaluru respectively. A fourth CoE for Education, with an outlay of ₹500 crore, was announced in the Union Budget 2025-26 and established at IIT Madras.

Each CoE operates through a consortium model, partnering with networks of academic institutions, industry players, and government organisations. The research outputs are domain-specific and practically oriented. The AI-CoE for Education (IIT Madras) has developed machine learning models for Automatic Speech Recognition (ASR), Optical Character Recognition (OCR), Machine Translation (MT), and Text-to-Speech (TTS) — all with support for Indian languages, directly addressing the linguistic diversity challenge in digital public services. …
