"RDI Fund conflict-of-interest concerns prompt calls for structural governance reforms"
Anusandhan National Research Foundation (ANRF)
statutory body under the ANRF Act 2023 to promote research and innovation in India.
RDI Fund
Rs 1 lakh crore corpus providing concessional deep-tech loans at 2–4% for up to 15 years.
India's private-sector R&D spending has historically been among the lowest in the world relative to GDP, leaving the country dependent on imported technology in critical domains. To address this, Parliament enacted the Anusandhan National Research Foundation Act, 2023, establishing the Anusandhan National Research Foundation (ANRF) with a mandate to seed, grow, and promote research and innovation across universities, research institutions, and the private sector. Within this architecture, the Research, Development and Innovation (RDI) Fund — a Rs 1 lakh crore corpus — was constituted specifically to channel patient, long-term capital into deep-tech sectors where ordinary venture capital is unwilling to commit: artificial intelligence, quantum computing, space science, semiconductors, clean energy, robotics, and digital healthcare.
Disbursement under the RDI Fund does not flow directly from ANRF. Instead, it operates through Second-Level Fund Managers (SLFMs) — currently the Technology Development Board (TDB) and the Biotechnology Industry Research Assistance Council (BIRAC) — which constitute investment committees to evaluate and recommend Eligible Technology Entities (ETEs) for funding. Loans are collateral-free, carry interest rates of 2–4% over 15 years, and require the applicant's technology to have reached at least Technology Readiness Level 4 (TRL4), meaning it has been validated under laboratory conditions. The design rationale is sound: patient, concessional public capital fills a market gap that commercial investors cannot or will not fill.
The governance architecture of the RDI Fund reflects a deliberate design choice: to prioritise speed and domain expertise over the arm's-length distance that characterises traditional public procurement. Because deep-tech is a specialised, information-scarce domain, investment committees were populated predominantly with private-sector practitioners — individuals chosen precisely because they have mentored, funded, or collaborated with the companies most likely to apply. This creates a structural tension between competence and independence, two values that are difficult to maximise simultaneously in a frontier-technology context.
The structural vulnerability lies at the intersection of expert-committee composition and financial interest. In a field where India has very few validated deep-tech ventures, the universe of credible evaluators and the universe of credible applicants substantially overlap. …
