"Personality Cults and the Erosion of Democratic Culture in Republics"
Personality Cult
political phenomenon where a leader is elevated to near-mythological status, substituting personal loyalty for institutional accountability
Constitutional Morality
adherence to the spirit and values of the Constitution, not merely its formal provisions; term used by Ambedkar in Constituent Assembly debates
India's constitutional republic was designed with a deep awareness of the dangers of concentrated, personalised power. The framers of the Constitution of India drew on both the colonial experience and the contemporary spectacle of European fascism to build institutional safeguards: separation of powers, an independent judiciary, fundamental rights enforceable against the state, and a federal structure that dispersed authority. Yet the framers were equally conscious that formal institutions alone could not sustain democracy — the habits of mind among citizens were equally foundational.
This anxiety was not abstract. The Constituent Assembly debates (1946–49) repeatedly returned to the question of whether India's democratic culture was robust enough to support the constitutional machinery being erected. B. R. Ambedkar, in his valedictory address to the Constituent Assembly on November 25, 1949, issued what remains one of the most quoted warnings in Indian political thought: that bhakti — devotional surrender — was appropriate in religion but fatal in politics, where it becomes 'a sure road to degradation and to eventual dictatorship.' The same concern animated Jawaharlal Nehru's anonymous 1937 essay 'The Rashtrapati' in The Modern Review, where he warned against 'Caesarism' and the stunting of a people who outsource their political agency to a single messianic figure.
These warnings were not merely rhetorical. They reflected a studied understanding of how democracies fail — not always through coups or overt tyranny, but through the slow erosion of civic habits: scepticism, argument, participation, and accountability.
Personality cults in democratic systems operate through a specific mechanism: the gradual substitution of institutional loyalty with personal loyalty. Citizens begin to identify the nation with the leader rather than with the republic's values or its constitutional framework. This substitution has several structural consequences for democratic governance.
First, it weakens horizontal accountability — the capacity of legislatures, courts, and constitutional bodies to check executive power. When a leader is perceived as embodying the national will, scrutiny of that leader is reframed as anti-national dissent. The Tenth Schedule (Anti-Defection Law), introduced by the 52nd Constitutional Amendment, 1985, already subordinates individual legislative conscience to party diktat; personality cults extend this logic further, subordinating party itself to the leader's personal authority.
Second, personality cults corrode deliberative democracy — the practice of public reasoning through which citizens form and revise collective judgments. …
Democracy's superior virtue lies in the fact that it calls into activity
