BackgroundCore Concept

Background

Article 41 of the Constitution — a Directive Principle of State Policy — directs the state to secure the right to work. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 gave this principle statutory force. It guaranteed at least 100 days of unskilled wage employment per rural household per year. The Centre bore roughly 90% of wage costs, with states contributing the rest. Over two decades, MGNREGA became one of the world's largest public works programmes. It served as a rural wage floor, a social safety net, and a demand-driven asset-creation tool. Persistent criticisms included chronic wage payment delays, under-budgeting relative to actual demand, and the 100-day ceiling being insufficient for households in agrarian distress.

The VB-G RAM G Act, 2025 (Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission, Gramin) replaced MGNREGA. It came into force from 1st July, 2026. It is positioned within the broader 'Viksit Bharat' policy vision — treating rural employment not as a pure welfare measure but as part of a long-term development framework.

Second, gram panchayats must now plan works within four mandated thematic areas: water security, rural infrastructure, livelihood-related infrastructure, and climate resilience. These plans are linked to the PM Gati Shakti National Master Plan, shifting panchayat-level planning into a national infrastructure grid. Third, the cost-sharing ratio changes significantly. …
