"India buffalo meat exports hit record high, boosting dairy sector sustainability"
Carabeef
commercial term for buffalo meat exported from India, distinct from cattle beef.
APEDA
statutory body under the APEDA Act, 1985 that certifies and registers agricultural export facilities.
India's agricultural export policy has long distinguished between cattle beef and buffalo meat. Cattle slaughter is restricted or prohibited in most Indian states for cultural and legal reasons. Buffalo meat, commercially called carabeef, is treated differently. Its export has been permitted and actively promoted as a complement to the dairy economy, not a rival to it.
The Agricultural and Processed Food Products Export Development Authority (APEDA), set up under the APEDA Act, 1985, is the nodal body for quality certification and plant registration. Only APEDA-registered abattoirs and processing plants are allowed to export buffalo meat. This regulatory gate has progressively shaped the quality profile of Indian exports. India holds the world's largest buffalo population, approximately 11 crore (110 million) as recorded in the 2019 Livestock Census, and the livestock economy is deeply tied to dairying, particularly in states like Uttar Pradesh, Rajasthan, and Punjab.
India's buffalo meat export ecosystem works through a vertically integrated supply chain. Dairy farmers cull buffaloes that are no longer economically productive, animals that have completed multiple lactation cycles, are infertile, have damaged udders, or are male. These animals consume fodder, water, and labour without generating milk revenue. The meat processing industry creates a market for precisely these animals, allowing farmers to recover some cost and then reinvest in higher-yielding stock.
This is structurally different from beef industries in Brazil or the United States, where cattle are reared separately for milk and meat. In India, the meat comes from spent buffaloes, animals that have already served their dairy purpose. …
