Background

Left-wing extremism (LWE), rooted in the 1967 Naxalbari peasant uprising in West Bengal, has been one of India's most persistent internal security challenges. The movement drew ideological sustenance from Maoist revolutionary theory, the seizure of state power through protracted armed struggle originating from rural areas. At its peak in the mid-2000s, the Red Corridor stretched across parts of Chhattisgarh, Jharkhand, Odisha, Andhra Pradesh, Maharashtra, and Bihar, covering some of India's most resource-rich but governance-poor districts.

India's counter-LWE strategy evolved through three broad phases. The first phase was largely reactive, with state police forces bearing the primary burden. The second phase saw the Central Reserve Police Force (CRPF) emerge as the lead federal force, with the National Policy and Action Plan to address Left Wing Extremism (2015) formalising a whole-of-government approach. The third phase introduced the SAMADHAN doctrine, combining security operations, intelligence-led action, and accelerated development delivery through programmes like the Aspirational Districts Programme and road connectivity projects in LWE-affected areas. The Salwa Judum controversy, a state-sponsored militia in Chhattisgarh struck down by the Supreme Court in 2011 as unconstitutional, illustrated the risks of counter-insurgency responses that replicate the rights violations they seek to address.

The Topic Explained

Naxalism is, at its core, an ideological project before it is a military one. The movement's founding theorists did not emerge from personal deprivation; they theorised, organised, and incited others toward armed revolution. The goal has always been to overthrow the Indian Republic and its constitutional framework, and to establish a communist state through armed class struggle. This ideological character explains why the movement has survived repeated military setbacks: armed cadres can be neutralised, but the ideas that recruit and sustain them are harder to defeat.

After Operation Green Hunt (2009), Maoist leadership made a deliberate strategic shift. Recognising that security operations were degrading their armed capacity, they expanded aggressively into urban centres. Cadres and sympathisers began operating as human rights activists, academics, journalists, and civil society workers. This overground network serves multiple functions: it provides logistical support to underground cadres, generates legal and reputational cover for banned organisations, and wages an ideological war against the Indian state by framing its development and security actions as oppressive. …
