"MPC holds repo rate steady amid divergence between policy tone and minutes"
Repo Rate
the rate at which the RBI lends short-term funds to commercial banks.
Real Interest Rate
nominal interest rate minus expected inflation; negative when inflation exceeds the policy rate.
India's monetary policy framework was restructured when the RBI Act was amended in 2016 to formally adopt a Flexible Inflation Targeting (FIT) framework. Under this system, the Monetary Policy Committee (MPC) is the statutory body responsible for setting the benchmark repo rate. The MPC has six members: three from the RBI (including the Governor, who chairs it) and three external members appointed by the government. Decisions are taken by majority vote, with the Governor holding a casting vote in case of a tie.
The MPC's primary mandate is to keep Consumer Price Index (CPI) inflation at 4 per cent, within a tolerance band of ±2 per cent (i.e., 2–6 per cent). The repo rate is the main instrument. Raising it makes borrowing costlier, reducing demand and cooling prices. Cutting it does the opposite. The framework also requires the MPC to publish its decisions and, separately, the minutes of its meetings, which record each member's individual reasoning. This two-step disclosure is important: the policy statement reflects the committee's collective decision, while the minutes reveal individual positions that may diverge from the headline tone.
The period before FIT adoption, the early 2010s, was marked by suppressed real interest rates, aggressive bank lending, and a subsequent Non-Performing Asset (NPA) crisis. Resolution required years of balance-sheet repair under the Insolvency and Bankruptcy Code (IBC), 2016. That history is the backdrop against which the current debate about negative real rates must be read.
The real interest rate is the nominal policy rate minus expected inflation. When the repo rate is held steady while inflation rises, the real rate falls. If inflation exceeds the nominal rate, the real rate turns negative. Negative real rates mean that money is effectively cheap in inflation-adjusted terms. This stimulates borrowing and investment, but it also erodes the returns of savers and can encourage excessive risk-taking by lenders.
The MPC's stated monetary policy stance signals its forward direction. A neutral stance means the committee is neither actively supporting growth (dovish) nor actively fighting inflation (hawkish). It implies the policy rate is broadly appropriate and the next move could go either way. A dovish stance signals a bias toward rate cuts or holding rates low to support growth. …
