BackgroundCore Concept

Background

India and Canada established diplomatic relations at independence, but the bilateral relationship has historically punched below its weight relative to the two countries' economic size and shared democratic values. Trade and investment ties remained modest for decades, constrained by geographic distance, competing priorities, and periodic political friction. An earlier attempt to negotiate a Comprehensive Economic Partnership Agreement (CEPA) was launched in 2010 but stalled definitively in 2017, largely over disagreements on market access in agriculture, professional services, and intellectual property.

The broader context is the post-2017 restructuring of global trade architecture. The Canada-United States-Mexico Agreement (CUSMA), which replaced NAFTA, was designed to deepen North American integration. However, the return of aggressive American tariff policy has exposed the risks of excessive dependence on a single trading partner. Canada sends roughly 75 per cent of its goods exports to the United States. India, for its part, has faced its own tariff pressures from Washington, including a reciprocal tariff regime and additional surcharges. Both countries have therefore arrived at the same strategic conclusion: export diversification is no longer optional.

India's own diversification drive has accelerated through a rapid sequence of trade agreements. The India-EU Free Trade Agreement, concluded in early 2026, is the most significant of these. India has also deepened engagement across the Indo-Pacific, positioning itself as a preferred partner for countries seeking supply-chain alternatives to China.

The Topic Explained

A Comprehensive Economic Partnership Agreement is a broad trade and investment framework that goes beyond tariff reduction to cover services, investment rules, intellectual property, and regulatory cooperation. CEPAs are India's preferred instrument for deep bilateral economic integration, distinct from narrower Free Trade Agreements. India has signed CEPAs with Japan, South Korea, and the UAE, among others.

The India-Canada CEPA currently under negotiation was relaunched after a period of diplomatic estrangement linked to the Nijjar affair, a serious bilateral dispute that effectively froze high-level engagement for nearly three years. The relationship was rebuilt in stages through summits at Kananaskis, Johannesburg, and New Delhi. The two governments signed Terms of Reference for the CEPA and announced a Strategic Energy Partnership covering liquefied natural gas (LNG), liquefied petroleum gas (LPG), uranium, and hydrogen. …
