"VB-G RAM-G Launch Raises Debate on Wage Welfare vs Productive Rural Jobs"
VB-G RAM-G
Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin); successor to MGNREGA guaranteeing 125 days of rural wage employment.
Demand-driven scheme
a programme where entitlement is triggered by the worker's own application, not a government-set quota or target.
India's rural employment policy has evolved over decades, shaped by the tension between providing immediate income support and building long-term productive capacity. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 was the landmark expression of the welfare-first approach. It guaranteed 100 days of unskilled manual work per rural household per year, with the Centre bearing roughly 90% of wage costs and states contributing the remaining 10%. The scheme was demand-driven and rights-based: any adult rural worker could register, and the government was legally obligated to provide work within 15 days or pay an unemployment allowance.
The constitutional basis for such a scheme lies in Article 41 of the Constitution (Directive Principles of State Policy), which directs the State to make effective provision for the right to work. The right to work is not a Fundamental Right under Part III, though courts have progressively read Article 21 (right to life and dignity) to encompass a minimum standard of livelihood. MGNREGA also served as a fiscal stabiliser during rural distress, reducing seasonal migration and improving women's labour force participation, while creating durable community assets such as ponds, roads, and watershed structures.
The successor scheme, the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission (Gramin), or VB-G RAM-G, launched in 2025, retains the wage-guarantee model but raises guaranteed employment to 125 days and shifts the Centre-State funding ratio to 60:40, tripling states' financial burden compared to the earlier arrangement. It is backed by a budget of Rs 95,692 crore and incorporates a technology-enabled delivery system.
The wage-guarantee model rests on a specific economic logic. When private employment cannot absorb surplus rural labour, because manufacturing is underdeveloped, services are urban-concentrated, and agriculture is seasonally overcrowded, the state acts as employer of last resort. This logic was compelling in the early post-liberalisation decades, when rural non-farm opportunities were thin and the services boom had not yet reached villages.
However, the structural conditions of rural India have shifted considerably. Rural users now account for the majority of India's roughly 950 million active internet users. Rural FMCG demand has been growing at roughly four times the rate of urban demand and is projected to reach $220 billion, a nearly tenfold rise from a decade ago. Nearly 64% of India's population and roughly two-thirds of its 378 million young people live in rural areas. This demographic is more educated and connected than any previous generation, and increasingly unwilling to queue for manual public-works labour when alternatives exist or could be created. …
Besides the welfare schemes, India needs deft management of inflation and unemployment to serve the poor and the underprivileged sections of the society. Discuss.
