BackgroundCore Concept

Background

The constitutional basis for rural employment guarantee lies in Article 41, a Directive Principle of State Policy, which directs the state to secure the right to work. The Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 gave this principle statutory force, guaranteeing at least 100 days of unskilled wage employment per rural household per year. Over two decades, MGNREGA became one of the world's largest public works programmes. It served simultaneously as a rural wage floor, a social safety net, and a demand-driven asset-creation mechanism.

The VB-G RAM G Act, 2025 (Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission, Gramin) replaced MGNREGA and came into force from 1 July 2026. The new law raised the annual entitlement to 125 days per household and set a total budgetary allocation of ₹95,692 crore. It introduced a higher state cost-share of 40% (compared to a marginal share under MGNREGA), mandatory thematic work areas linked to the PM Gati Shakti National Master Plan, and biometric attendance requirements. A new identity instrument, the Gramin Rozgar Guarantee Card, replaced existing MGNREGS job cards.

However, the new scheme introduces e-KYC verification as a mandatory condition for accessing work. Workers who had completed e-KYC under MGNREGS were declared eligible without fresh verification. The government assured that existing e-KYC-verified job cards would remain valid until new Gramin Rozgar Guarantee Cards were issued.

A key structural innovation in VB-G RAM G is the Viksit Gram Panchayat Plan (VGPP). This instrument places Gram Panchayats at the centre of planning, implementation, monitoring, and social accountability. …
