"NIA Probes Foreign Nationals' Drone Training Role Threatening India's Border Security"
Ethnic Armed Organisations (EAOs)
Non-state armed groups in Myanmar representing ethnic minorities, active for decades and intensified post-2021 coup.
Restricted Area Permit (RAP)
Mandatory permit for foreign nationals to enter sensitive border districts in India, including most of Mizoram.
India's northeastern border region has long been a zone of complex security challenges. Myanmar shares a long, porous border with four Indian states: Mizoram, Manipur, Nagaland, and Arunachal Pradesh. Ethnic Armed Organisations (EAOs) in Myanmar have operated for decades, many of them maintaining informal links with insurgent groups on the Indian side of the border. The Myanmar military coup of February 2021 intensified this dynamic. The Tatmadaw's seizure of power triggered a broad-based armed resistance, drawing in dozens of EAOs and newly formed People's Defence Forces. This fragmented the country into multiple ethnic administrations and resistance councils, each controlling territory and seeking external support.
India's internal security framework has evolved to address precisely this kind of transnational threat. The National Investigation Agency (NIA), established under the NIA Act, 2008, is the central counter-terrorism agency with jurisdiction over scheduled offences including those under the Unlawful Activities (Prevention) Act (UAPA), 1967. The NIA can investigate cases across state boundaries without requiring state government consent, a power that is especially significant in the northeast, where state-level law enforcement capacity varies. The Restricted Area Permit (RAP) and Protected Area Permit (PAP) regime under the Foreigners Act, 1946 and related rules governs foreign nationals' access to sensitive border districts, including most of Mizoram.
The NIA's investigation reveals a specific threat model: foreign nationals entering India on tourist visas, travelling to border states without mandatory permits, crossing into Myanmar, and conducting drone warfare training for EAOs. This model exploits three distinct vulnerabilities. First, India's visa system does not automatically flag tourist-visa holders who travel to permit-required zones. Second, the RAP/PAP enforcement mechanism depends on state police and district administration, which can be stretched thin in remote areas. Third, the India-Myanmar border has historically been governed by a Free Movement Regime (FMR), which allowed residents within 16 km of the border to cross freely, though India announced steps to fence and regulate this border more strictly after the 2021 coup.
Drone technology has transformed the threat calculus for EAOs. First-Person View (FPV) suicide drones, which are low-cost, commercially available, and easily assembled, can be weaponised with minimal training. The alleged attack on a Myanmar National Airlines aircraft at Myitkyina airport in Kachin state illustrates that EAOs now possess the capability to strike aviation infrastructure. …
The use of unmanned aerial vehicles (UAVs) by our adversaries across the borders to ferry arms/ammunitions, drugs, etc., is a serious threat to the internal security. Comment on the measures being taken to tackle this threat.
Indian Government has recently strengthened the anti-terrorism laws by amending the Unlawful Activities (Prevention) Act (UAPA), 1967 and the NIA Act. Analyze the changes in the context of prevailing security environment while discussing the scope and reasons for opposing the UAPA by human rights organizations.
