"Census 2027 Advanced in Four Poll-Bound States from December"
Census Act, 1948
Central law under which the decennial Census is conducted by the RG&CCI, counting all persons present in India.
Registrar General and Census Commissioner of India (RG&CCI)
The nodal authority responsible for planning, conducting, and publishing the Census.
India's decennial Census is the country's most comprehensive demographic exercise. It is conducted by the Registrar General and Census Commissioner of India (RG&CCI) under the Census Act, 1948. The Census counts every individual present in India on the reference night, regardless of citizenship or nationality. It is not a citizenship-determination exercise and is legally distinct from the National Register of Citizens (NRC), which records only verified citizens.
The last Census was conducted in 2011. The 2021 Census was postponed due to the COVID-19 pandemic. This makes Census 2027 the first enumeration in over fifteen years. The gap has serious consequences. Welfare scheme targeting, parliamentary delimitation under Article 82, and fiscal transfers recommended by the Finance Commission all depend on current population data. The Census Act, 1948 gives the Central Government authority to notify the schedule, reference dates, and geographic scope of each Census. Four Delimitation Commissions have been constituted by the Government of India to date, and the next delimitation exercise will use Census 2027 data, making the accuracy and completeness of this Census especially consequential for political representation across states.
Census 2027 is structured in two phases. The first is the House Listing and Housing Census (HLO), which collects data on housing conditions and household assets. The second is the Population Enumeration, which records individual-level demographic data. The second phase will include 40 questions, up from the 2011 format, with at least 13 new questions covering spouse's name, nationality, and parental particulars. Crucially, Census 2027 will enumerate caste beyond Scheduled Caste and Scheduled Tribe categories, the first such count since the 1931 Census under British India.
The Census schedule is not uniform across India. Snow-bound and remote regions, Ladakh, snow-bound areas of Jammu and Kashmir, Himachal Pradesh, and Uttarakhand, have a separate reference date of October 1, 2026, with enumeration running through September 2026. For the rest of the country, the reference date is March 1, 2027, with population enumeration expected to begin in February 2027.
A key feature of Census 2027 is the self-enumeration option. Citizens can fill in their own household data digitally before enumerators visit. This reduces the burden on field staff and improves data quality. The self-enumeration window for the four advanced states opens from November 16 to November 30, 2026, ahead of the main enumeration phase. …
