"Armenia Seeks EU Membership as Iceland Rejects Accession Talks"
CSTO
Collective Security Treaty Organisation, a Russian-led military alliance of post-Soviet states
EAEU
Eurasian Economic Union, a Russian-led economic bloc providing preferential trade among member states
The European Union currently has 27 member states. Poland and Germany are full members; Switzerland has chosen to remain outside through bilateral treaties, and Belarus is not a member. EU membership is distinct from NATO membership: the two organisations overlap but are not identical. Among the Balkan and Eastern European states, Bulgaria, Croatia, Sweden, and North Macedonia are NATO members, while Serbia and Austria are not. This distinction matters enormously for small states on Europe's periphery: EU membership brings economic integration, regulatory alignment, and political association, but it does not carry Article 5 of the NATO Charter, the collective defence guarantee that an attack on one member is an attack on all. A country can join the EU and still have no binding military protection from its neighbours.
The EU's enlargement process is long and conditional. A country first applies for candidate status, then opens accession chapters covering governance, rule of law, economic standards, and regulatory alignment, and finally ratifies a treaty. The process has taken over a decade for most recent entrants. Georgia was granted candidate status in December 2023 but its ruling party subsequently halted accession work, and the European Commission now reportedly regards Georgia as a candidate in name only. This precedent is directly relevant to Armenia: candidate status is a political signal, not a security guarantee, and it can be frozen at any point.
The broader context of Western institutional expansion has been debated in terms of whether it genuinely serves the security interests of smaller states or primarily reflects the strategic preferences of larger powers. NATO's eastward expansion after the Cold War was presented as a stabilising force, yet it also contributed to the deterioration of Russia-West relations that culminated in the war in Ukraine. The question of whether EU or NATO membership translates into real protection for a small, landlocked state surrounded by adversaries is not settled by institutional rhetoric alone.
Armenia's geopolitical position is exceptionally constrained. It is a small, landlocked country of roughly three million people, bordered by Turkey and Azerbaijan, both historic adversaries, as well as Iran and Georgia. It has no land border with Russia, its traditional security patron. The Collective Security Treaty Organisation (CSTO), the Russian-led military alliance Armenia belongs to, failed to intervene when Azerbaijan retook Nagorno-Karabakh. This failure fundamentally altered Yerevan's calculus and drove its current westward pivot.
The economic ties binding Armenia to Russia are deep and immediate. In 2025, 37.5% of Armenia's trade was with the Eurasian Economic Union (EAEU), with Russia alone accounting for 35.8%, compared to just 11.7% for the entire EU. Armenian exports to the EAEU ran to $3.22 billion against $667 million to the EU. Around 82% of Armenia's gas arrives from Russia at $177.50 per thousand cubic metres, roughly a third of European market prices, through a distribution network owned by Gazprom. …
