"Government Launches DILRMP 3.0 Operational Guidelines for Integrated Land Administration"
Land Stack
GIS-enabled integrated digital framework connecting cadastral maps, RoRs, registrations, and court records via APIs.
Universal Bhu-Aadhaar (ULPIN)
A 14-digit unique identifier assigned to every land parcel to establish unambiguous property identity.
Land administration in India has historically been fragmented. Records of Rights (RoRs), cadastral maps, registration deeds, and revenue court records were maintained by different departments, often in paper form, with no interoperability. This fragmentation created serious problems. Farmers could not easily use land as collateral for institutional credit. Disputes over boundaries and inheritance were common. Citizens had to visit multiple offices to complete a single transaction.
The Digital India Land Records Modernisation Programme (DILRMP) was launched by the Department of Land Resources (DoLR) under the Ministry of Rural Development to address these structural gaps. It is a Centrally Sponsored Scheme that has evolved through successive phases. The programme is funded with 100% central funding, which distinguishes it from many other rural-development schemes that follow a cost-sharing model between the Centre and states. Earlier phases focused on basic digitisation: computerising Sub-Registrar Offices, digitising Records of Rights, and converting cadastral maps into digital formats. An important initiative under the programme also involved transliterating Records of Rights from local languages into any of the languages recognised by the Constitution of India, making records accessible across linguistic boundaries. By the time DILRMP 3.0 was launched, 99.90% of Records of Rights had been digitised, 97% of cadastral maps had been converted, and 99% of Sub-Registrar Offices had been computerised.
Despite these achievements, the earlier phases produced isolated digital silos. A digitised RoR in one department could not automatically talk to a registration record in another, or to a court case in a revenue tribunal. DILRMP 3.0 marks the transition from digitisation to full system integration, building a genuine Digital Public Infrastructure (DPI) for land administration.
DILRMP 3.0 is built around the concept of a Land Stack, an integrated digital framework that brings together georeferenced cadastral maps, Records of Rights, property registrations, and court records through GIS-based interfaces. Each state will develop its own Land Stack by connecting its various land-related datasets through Application Programming Interfaces (APIs). These state-level stacks will then form the building blocks of a National Land Stack, developed in a federated manner. This federated design is significant: it allows seamless interoperability and information exchange across states while keeping data ownership and control with the respective state authorities.
A central component of DILRMP 3.0 is the Universal Bhu-Aadhaar (ULPIN), a 14-digit unique identifier assigned to every land parcel in the country. …
