BackgroundCore Concept

Background

India's economy has a large informal or unincorporated segment. The unincorporated sector refers to enterprises that are not registered as companies under the Companies Act. These include sole proprietorships, partnerships, and household enterprises operating without formal legal status. They are distinct from the organised sector, which consists of registered firms subject to statutory reporting and labour regulations. The unincorporated sector spans trade, manufacturing, construction, transport, and services, and employs the vast majority of India's non-agricultural workforce outside formal employment.

The Ministry of Statistics and Programme Implementation (MoSPI) is the nodal agency for national statistical surveys in India. Its National Statistics Office (NSO) conducts large-scale periodic surveys to generate economic data at the national and state levels. Historically, surveys such as the NSSO's Situation Assessment Survey of Agricultural Households have demonstrated how nationally representative survey data can reveal sharp regional variation, for instance, showing that states like Kerala derive a majority of rural household income from non-agricultural sources, while others remain predominantly agrarian. The same principle applies to the unincorporated non-agricultural sector: aggregate national figures mask significant district-level variation in enterprise density, productivity, and workforce composition.

Sub-state-level data has long been a gap in India's statistical architecture. Finance Commission devolution, NITI Aayog's performance assessments, and targeted welfare schemes all depend on granular data to allocate resources efficiently. The Annual Survey of Unincorporated Sector Enterprises (ASUSE) was designed to fill this gap for the non-agricultural informal economy, providing a systematic, nationally representative picture of establishments, workers, and economic output in this sector.

The Topic Explained

The ASUSE 2025 is a large-scale nationwide survey conducted by NSO covering the unincorporated non-agricultural sector. It collects data on the number of establishments, employment structure, ownership patterns, women's participation, worker emoluments, and Gross Value Added (GVA) per establishment and per worker. GVA measures the value of output minus the cost of inputs, making it the standard metric for comparing economic productivity across sectors and regions.

The survey covers 757 out of 770 districts in its sampling frame. Some districts are excluded due to administrative boundary changes since the sample was drawn. Lakshadweep and Chandigarh each have only one district, so their district-level estimates are identical to their UT-level estimates already published. …
