BackgroundCore Concept

Background

The Ganga river system drains a basin of over 860,000 sq km, supporting one of the world's densest agricultural populations. The river enters Bihar at Buxar and flows eastward, collecting water from a vast catchment that spans Uttar Pradesh, Jharkhand, and the Nepal Himalayas. The major Himalayan tributaries joining the Ganga downstream of Prayagraj, from west to east, are the Gomati, Ghaghara (Ghaghra), Gandak, and Kosi. The Bagmati and Burhi Gandak also drain into the Ganga system within Bihar. These rivers originate in Nepal and carry enormous volumes of snowmelt and monsoon runoff into Bihar's flat alluvial plains. The Kosi, historically called the 'Sorrow of Bihar', is notorious for shifting its course repeatedly due to heavy sediment deposition that blocks its channel and forces it to find new paths. This sediment-driven channel migration is a defining feature of Himalayan rivers entering the plains: they form braided channels, ox-bow lakes, and wide floodplains as their gradient flattens and their sediment load settles.

Bihar's northern districts lie in one of India's flattest landscapes. The Rashtriya Barh Ayog (National Flood Commission) identified 40 million hectares of land as flood-prone across India, with Bihar, Assam, and West Bengal among the highest-risk states. The state has built over 3,730 km of river embankments to protect roughly 3,600 sq km of land. However, embankments address only one dimension of flood risk. Sediment accumulation raises riverbeds over time, reducing channel capacity. When riverbeds rise above the surrounding land surface, even normal monsoon flows can overtop banks. This structural vulnerability is compounded by high population density: many communities live on diara lands, the shifting riverine islands and low-lying tracts that are cultivated and inhabited but remain highly exposed to rising water.

India's institutional framework for flood management rests on the Disaster Management Act, 2005, which established the National Disaster Management Authority (NDMA) at the apex level and State Disaster Management Authorities (SDMAs) at the state level. The Central Water Commission (CWC) monitors river levels and issues flood forecasts. At the international level, the Sendai Framework for Disaster Risk Reduction (2015–2030) emphasises anticipatory risk reduction over reactive response. River-basin-level planning is the accepted institutional principle: the National Mission for Clean Ganga (NMCG), which subsumed the earlier National Ganga River Basin Authority, treats the river basin as the unit of planning and management.

The Topic Explained

The 2026 Bihar flood episode illustrates a mechanism that is distinct from the standard narrative of Nepal-triggered floods. Bihar received 27% below-normal cumulative rainfall between June and early September. Yet the Ganga crossed its highest flood level (HFL) at Patna and Bhagalpur. The explanation lies in the Ganga's vast upstream catchment. Heavy rainfall in the Allahabad-Varanasi region of Uttar Pradesh generated large downstream discharge that reached Bihar before local rainfall had recovered. This is a textbook example of how a river flood is a moving event: peak discharge at one gauge travels downstream, affecting a much larger area than the places that recorded the heaviest rainfall.

A second mechanism was the backwater effect. When the Ganga swelled to record levels, its tributaries, the Gandak, Punpun, and others, found it harder to drain into the main channel. A tributary's outflow depends on the hydraulic gradient between its own water level and the receiving river's level. When the Ganga rose above normal, this gradient flattened or reversed, causing tributary waters to back up and flood their own banks even without exceptional local rainfall. …
