BackgroundCore Concept

Background

India's constitutional framework for local governance rests on two amendments. The 73rd Constitutional Amendment Act, 1992 gave constitutional status to Panchayati Raj Institutions (PRIs) and inserted Part IX into the Constitution. The 74th Constitutional Amendment Act, 1992 did the same for urban local bodies (ULBs) through Part IX-A. Together, these amendments created a third tier of government, mandating elections, reservations for women and Scheduled Castes/Tribes, and the establishment of State Finance Commissions and District Planning Committees.

The Eleventh Schedule lists 29 subjects that may be transferred to Panchayats, including agriculture, primary education, health, and poverty alleviation. The Twelfth Schedule lists 18 subjects for municipalities, including urban planning, regulation of land use, and public health. However, these schedules are enabling, not mandatory. States retain discretion over how much authority they actually devolve. In practice, the three Fs, funds, functions, and functionaries, have not been transferred adequately in most states, leaving local bodies as implementing arms of state schemes rather than genuinely self-governing institutions.

The 2017 GS1 Prelims question on local self-government captures this distinction precisely: local self-government is best understood as an exercise in democratic decentralisation, not mere administrative delegation or direct democracy. Administrative delegation means a higher authority assigns tasks while retaining control. Democratic decentralisation means elected local bodies have genuine authority, resources, and accountability to their own constituents. The gap between these two models is exactly what this article's reform proposals seek to close. Similarly, the fundamental objects of the Panchayati Raj system, as tested in the 2015 GS1 Prelims, are people's participation in development and democratic decentralisation, not financial mobilisation or political accountability in isolation, which are means rather than ends.

The Topic Explained

Collaborative governance is a model in which the state, civil society, and markets work together to design and deliver public services. It is distinct from both top-down bureaucratic delivery and pure market provision. The state sets the framework and provides resources. Civil society, women's collectives, self-help groups, community resource persons, provides local knowledge, social trust, and last-mile accountability. Markets and professionals supply technical capacity and scale.

The National Rural Livelihoods Mission (NRLM), now called Deendayal Antyodaya Yojana-NRLM, is the most cited example of this model at scale. It has mobilised over 100 million women into approximately 10 million Self-Help Groups (SHGs), organised into clusters, village organisations, and cluster-level federations. The mission's success in reducing multidimensional poverty in participating states is attributed to decentralised management and community ownership rather than centralised scheme delivery. …
