BackgroundCore Concept

Background

India and China share one of the world's longest and most contested land boundaries, running approximately 3,488 km across three sectors: the western sector (Ladakh/Aksai Chin), the middle sector (Himachal Pradesh and Uttarakhand), and the eastern sector (Arunachal Pradesh). The two countries fought a brief but decisive war in 1962, after which China retained control of Aksai Chin. No formal boundary has ever been delimited or demarcated. Instead, both sides observe a de facto Line of Actual Control (LAC), whose precise alignment is itself disputed in several areas.

Formal boundary negotiations began in 1981 with Secretary/Vice Minister-level talks, followed by the Joint Working Group (1989–2005), and then the Special Representative Mechanism, established in 2003 and still active. Over more than four decades, these talks have produced one substantive agreement: the 2005 Political Parameters and Guiding Principles for the Settlement of the India-China Boundary Question. That agreement established two key principles. First, any settlement must be a package deal: nothing is agreed until everything is agreed. Second, the final settlement must be a political one, weighing strategic concerns, history, national sentiment, practicality, geography, and the interests of settled border populations.

China has simultaneously used its growing economic weight as a strategic instrument. Its trade surplus with India has funded military modernisation, infrastructure along the LAC (roads, villages, dual-use facilities), and diplomatic leverage across South Asia. This economic-military linkage is precisely what makes the border standoff more than a territorial dispute: it is embedded in a broader contest for regional primacy. India, for its part, has sought to balance engagement with deterrence, deepening trade ties while also investing in border infrastructure and positioning itself as a supply-chain alternative to China for Western partners.

The Topic Explained

The concept of a Nash equilibrium, drawn from game theory, describes a situation in a non-cooperative game where no player can improve their outcome by unilaterally changing their own strategy. Applied to India-China border relations, it means both sides have tacitly recognised that neither can achieve its maximum territorial objective, through negotiation or through force, without incurring costs that outweigh the gains.

India's maximum objective is to recover Aksai Chin up to its original claim line while retaining all territory it holds in the eastern and middle sectors. China's maximum objective is to secure Arunachal Pradesh up to the southern slopes of the Himalayas while retaining Aksai Chin and other gains. Neither objective is achievable. …
