"18th BRICS Summit New Delhi Declaration Advances Multilateral Reform Agenda"
Consensus-based architecture
a decision-making model where all members must agree; no member can be outvoted, limiting specificity but ensuring solidarity.
Strategic autonomy
India's foreign policy doctrine of engaging all major powers and blocs without formal alignment with any single bloc.
BRICS began as a four-member grouping of major emerging economies: Brazil, Russia, India, and China. South Africa joined later, completing the original five-member formation. The Fortaleza Declaration of 2014 was a landmark moment. It established the New Development Bank (NDB), headquartered in Shanghai, as a multilateral lending institution for infrastructure and sustainable development. This signalled BRICS's ambition to build parallel institutions alongside the Bretton Woods system. The NDB was designed to offer an alternative to the World Bank and IMF, particularly for Global South nations that felt underrepresented in those bodies.
The 16th BRICS Summit, held in Kazan, Russia, marked another turning point. Its theme was 'Strengthening Multilateralism for Just Global Development and Security', not 'multiculturalism', a distinction worth noting. At Kazan, Indonesia became a full member of the grouping. By the time of the 18th Summit in New Delhi, BRICS had grown to eleven members, incorporating major West Asian energy producers: Iran, Saudi Arabia, and the UAE. This expansion created a structurally novel situation. Iran and the UAE, which belong to opposing camps in the West Asia conflict, are now co-members of the same grouping. BRICS has become one of the few multilateral platforms where these two rivals sit at the same table.
India's foreign policy adds complexity here. India participates in I2U2, the grouping of India, Israel, UAE, and the United States, which focuses on economic and technology cooperation with Israel and the UAE. Simultaneously, India maintains energy and connectivity partnerships with Iran, including development of Chabahar Port, which provides access to Afghanistan and Central Asia. Managing these overlapping relationships is the practical expression of India's strategic autonomy doctrine: engaging all sides without formal alignment with any bloc.
BRICS operates on a consensus-based architecture. No member can be outvoted. Every joint declaration must reflect language that all eleven members can accept. This is both a strength and a structural constraint. It prevents the grouping from issuing statements that embarrass any member, but it also limits the specificity of its positions on contested issues.
The New Delhi Declaration illustrates this dynamic clearly. On West Asia, the declaration called for maximum restraint without naming any party. It omitted references to specific military actions involving Iran, the UAE, and Israel. This was not an oversight. It reflected a last-minute diplomatic compromise between Iran and the UAE, brokered during the summit itself. The result was a text that all members could sign, even if it left some events unaddressed. …
