BackgroundCore Concept

Background

India has long framed its nutrition challenge around hunger and undernutrition. Programmes such as the Integrated Child Development Services (ICDS), the Mid-Day Meal Scheme, and the National Food Security Act, 2013 were designed to address food scarcity, maternal and child undernutrition, and anaemia. The concept of the first 1,000 days, from conception to a child's second birthday, became the cornerstone of nutrition policy, reflecting global evidence that early-life nutrition determines lifelong health outcomes.

At the same time, India faces what nutritionists call the double burden of malnutrition: the simultaneous presence of undernutrition (stunting, wasting, anaemia, micronutrient deficiencies) and overnutrition (obesity, diabetes, hypertension, cardiovascular disease). NCERT's own Home Science curriculum identifies this as a defining feature of India's public health landscape, noting that traditional diets of whole grains, pulses, and vegetables are giving way to processed foods high in energy, sugar, fat, and salt. The consequences, non-communicable diseases (NCDs), impose a growing financial and social burden. This is the same challenge the 2022 GS3 Mains question on life expectancy and newer health challenges pointed to: as populations live longer and diets change, the disease profile shifts from communicable to non-communicable, requiring a fundamentally different policy response.

BRICS summits have a history of producing named policy frameworks, the Fortaleza Declaration of 2014 is one such precedent, and the grouping's membership now spans countries at very different stages of this nutrition transition, from Ethiopia's food insecurity to China's and Brazil's rising diet-related disease burden. Indonesia's recent accession as a full BRICS member adds another large, rapidly urbanising economy to this mix. The BRICS Summit 2026 has now added a health dimension to this institutional tradition.

The Topic Explained

The compressed nutrition transition is the central concept this article introduces. In Western countries, the shift from undernutrition to overnutrition happened over generations: food scarcity and severe deficiencies declined first, and obesity and lifestyle diseases became dominant only later. Emerging economies like India face both simultaneously. A child who is stunted in early childhood may grow up in an environment saturated with cheap, ultra-processed food and low physical activity, developing diabetes or hypertension in adulthood. Undernutrition and overnutrition thus become parts of the same life story, not sequential problems.

This transition is driven by urbanisation and economic growth. As incomes rise, traditional diets shift toward convenience and processed foods. More meals are eaten outside the home. Children are exposed to pervasive food marketing while becoming less physically active. …
