BackgroundCore Concept

Background

Sanitation became a mass national priority with the launch of the Swachh Bharat Mission (SBM) on 2 October 2014, moving India's sanitation policy from isolated toilet-building schemes toward an integrated approach covering waste management, behaviour change and citizen participation. Swachhata Hi Seva (SHS), started in 2017, is the annual mobilisation window that channels this citizen-participation goal into concrete, time-bound action every year in the fortnight before Swachh Bharat Diwas. SHS grew out of the Jan Bhagidari (people's participation) approach that underlies the wider SBM framework, treating cleanliness not as a government service alone but as a shared civic duty.

Urban sanitation delivery under SBM-Urban is supported by technical and policy institutions, most notably the National Institute of Urban Affairs (NIUA), the apex urban-policy body functioning under the Ministry of Housing and Urban Affairs, which develops implementation solutions for city-level sanitation and waste-management challenges. Separately, multi-stakeholder platforms such as the India Sanitation Coalition bring together private, philanthropic and public actors to support financing and knowledge-sharing on sanitation, though such platforms are not solely government-funded bodies. Distinguishing a genuine apex statutory/policy institution like NIUA from a voluntary multi-stakeholder coalition is a recurring test of institutional literacy in this policy area.

The idea of collective, unpaid civic service that underlies SHS is not new to Indian society. Traditions such as langar at gurudwaras, prasad distribution, and community efforts like the Bhil community's halma tradition in Madhya Pradesh reflect a long-standing cultural value of contributing to the community without expecting return. SHS formalises this same impulse into a structured, government-coordinated annual campaign, illustrating a continuity between traditional social values and modern participatory governance.

The Topic Explained

SBM operates through two components: SBM-Grameen (SBM-G), covering rural toilet access, usage and solid-liquid waste management, and SBM-Urban (SBM-U), covering urban sanitation infrastructure, waste processing and public spaces. Rural India was declared Open Defecation Free (ODF) in 2019, after which the mission's focus shifted to sustaining that status through the ODF Plus framework. Villages under ODF Plus are graded into three progressive stages: Aspiring (manages either solid or liquid waste), Rising (manages both), and Model (manages both waste streams and additionally demonstrates visual cleanliness with ODF Plus messaging). …
