"Call for statutory AI safety authority and enforceable guardrails"
Agentic AI
AI systems that autonomously perform multi-step actions in external environments.
Auditability
Ability to reconstruct and inspect a system's decisions and dataflows.
AI systems moved from laboratories into critical public and private infrastructures before governance could set durable rules. International coordination on frontier AI advanced through a sequence of summits: Bletchley Park AI Safety Summit (2023), Seoul AI Summit (2024), the Paris AI Action Summit (2025) and the New Delhi AI Impact Summit (2026). These fora revealed three competing regulatory philosophies: private-sector-led innovation, rights-based risk-proportionate regulation, and state-led strategic deployment. Domestically, India's IT Rules, 2021 created an early platform-accountability template for intermediaries; courts have recognised privacy under Article 21 as implicating state duties when technologies enable mass surveillance.
AI governance has three interlocking technical and legal challenges students must grasp. First, auditability: can system behaviour be inspected and reconstructed by independent auditors? Second, interruptibility: can humans reliably stop or isolate a system when it misbehaves? Third, containment: can harm be bounded so failures do not cascade across connected software? Durable regulation must specify obligations for each of these capacities and provide enforcement tools.
Key mechanisms under discussion include statutory authorities with enforcement powers, mandatory incident reporting, and content provenance requirements. …
