BackgroundCore Concept

Background

BRICS began as a grouping of Brazil, Russia, India, and China, joined later by South Africa. The Fortaleza Declaration of 2014 was a landmark step: it established the New Development Bank (NDB), headquartered in Shanghai, to fund infrastructure and development projects in member and non-member countries. Over time, BRICS expanded further. At the 16th BRICS Summit in Kazan, Russia, Indonesia became a full member. By the time of the 18th Summit in New Delhi, BRICS included major West Asian energy producers: Iran, Saudi Arabia, and the UAE. This has made BRICS a grouping of both the world's largest energy producers and its largest energy consumers, a tension the New Delhi Declaration now has to manage.

The Palestine question rests on the Arab Peace Initiative of 2002. It set out a land-for-peace formula. Arab states offered to recognise Israel if it withdrew to its pre-1967 borders and accepted a sovereign Palestinian state with East Jerusalem as its capital. This position has been reaffirmed in at least 13 UNSC resolutions since the 1967 Six-Day War. It remains the accepted international baseline on Palestinian statehood, even though Israel has consistently resisted it, especially since October 2023.

China and Russia abstained on the resolution, and Iran condemned it. No Gulf Arab state was present when it was adopted, though several later endorsed it under pressure to secure a ceasefire in Gaza, along with the peace plan and its proposed oversight body, the Board of Peace. …
