BackgroundCore Concept

Background

India and New Zealand have shared diplomatic ties since 1947 but the relationship stayed modest in intensity for decades, symbolised by the absence of any Indian Prime Ministerial visit to New Zealand for nearly forty years. Trade talks for a free trade agreement began around 2010 but stalled repeatedly, mainly over New Zealand's demand for dairy market access, something Indian negotiators resisted to protect domestic dairy farmers. Momentum revived only in the past few years, culminating in the India-New Zealand Free Trade Agreement being signed on 27 April 2026 at Bharat Mandapam, New Delhi, by the Union Commerce Minister and New Zealand's Trade Minister.

The relationship was elevated further when the Prime Minister visited New Zealand in July 2026, the first such visit by an Indian Prime Minister in almost four decades. That visit produced a Strategic Partnership and an accompanying India-New Zealand Strategic Partnership: Roadmap to 2030, which sets a goal of doubling two-way trade in goods and services to NZ$7 billion by 2030. After New Zealand's Parliament passed the enabling legislation on 16 September 2026, both sides announced the agreement would enter into force on 20 October 2026, deliberately timed to coincide with Vijay Dashami (Dussehra). This FTA extends India's existing web of Indo-Pacific trade arrangements, including the ASEAN-India FTA and CEPAs with Japan, Korea and Australia, into the South Pacific.

The Topic Explained

From entry into force, every tariff line covering all of India's exports to New Zealand becomes duty-free, removing New Zealand's peak tariffs of up to 10% on sectors such as textiles and apparel, leather and footwear, gems and jewellery, engineering goods and processed foods. Indian manufacturers also gain tariff-free access to key inputs like wooden logs, coking coal and metal scrap, improving cost competitiveness in global supply chains.

On agriculture, India kept dairy, meat other than sheep meat, key agricultural commodities, sugar and edible oils outside tariff concessions to protect domestic farmers, the same caution that shaped India's 2019 decision to stay out of the Regional Comprehensive Economic Partnership (RCEP). For New Zealand's sensitive exports, apples, kiwifruit and Manuka honey, access is calibrated through Tariff Rate Quotas with a Minimum Import Price and seasonal windows, backed by an Agriculture Productivity Partnership and a Joint Agriculture Productivity Council to build Indian farmer capacity in these very crops. …
