BackgroundCore Concept

Background

BRICS began as a forum of major emerging economies seeking greater voice in global economic governance. Its most concrete institutional achievement came through the Fortaleza Declaration of 2014, which established the New Development Bank (NDB) as an alternative source of development finance to Western-dominated institutions. Since then the grouping has expanded to 10 members, adding states such as Iran, the UAE, Saudi Arabia, Egypt and Ethiopia, which has made the bloc politically far more diverse than its founding five members. Chairship rotates annually: Russia chaired the 2024 Kazan Summit, where Indonesia joined as a full member; Brazil chaired the 2025 Rio Summit; and India took over as chair for the 2026 New Delhi Summit.

India's engagement with BRICS sits within its broader doctrine of strategic autonomy and multi-alignment, an approach that traces its lineage to the Nehruvian idea of non-alignment, keeping off military blocs while maintaining friendly relations with all states. This doctrine allows India to combine partnerships with Western democracies, groupings like the Quad, and forums like BRICS without treating them as mutually exclusive choices. BRICS also maintains a Contingent Reserve Arrangement alongside the NDB, both aimed at reducing dependence on Western financial architecture.

The Topic Explained

BRICS declarations are consensus texts, meaning every line must be acceptable to all member states before it can be adopted. This makes the wording of a joint declaration a direct reflection of the political distance between members at that moment, not a measure of the forum's seriousness. When a member state is a victim of external aggression, as Iran was when it was struck by the US and Israel, other members can condemn the attack without contradicting their own position. This is exactly what allowed the 2025 Rio Declaration to describe the strikes on Iran as a violation of international law and the UN Charter. …
