Background

Artificial intelligence policy debates have repeatedly swung between two poles. One side treats AI as an almost autonomous, potentially uncontrollable force. The other treats it as a statistical technology with real but bounded uses. This tension shaped the global response after the Future of Life Institute published an open letter in 2023, calling for a six-month pause on advanced AI development. The letter gathered more than 2,900 signatories, including several AI industry leaders. Critics later argued that the letter's real purpose was to buy time for self-regulation, keeping governments from writing binding rules.

Governments responded with a sequence of summits rather than a binding treaty. The Bletchley Park AI Safety Summit (2023) in the UK was the first major multilateral effort, focused narrowly on frontier AI risks. The Seoul AI Summit (2024) deepened commitments on safety testing. The Paris AI Action Summit (2025), co-chaired by India and France, shifted the language from safety to action, reflecting industry pressure to frame AI mainly as an opportunity. Notably, the United States and the United Kingdom did not sign the Paris declaration on inclusive and sustainable AI. This illustrates a recurring divide: countries with the largest AI industries often resist binding multilateral commitments, preferring voluntary, industry-friendly frameworks, while Europe pushes a rights-based, risk-proportionate approach.

Building on this lineage, the New Delhi AI Impact Summit (2026) was organised around three Sutras (People, Planning, and Progress) and produced a declaration structured around seven Chakras, or pillars, including Secure and Trusted AI. This progression shows how the governance conversation has moved from abstract long-term risk scenarios toward more operational, concrete questions about oversight and control.

The Topic Explained

Artificial intelligence is not a single technology. It is a broad term for a family of techniques built on machine learning (ML), which means finding statistical patterns in large volumes of data. The most visible AI products today are large language models (LLMs), expensive and data-hungry systems that predict the next word in a sequence given some context. Computational linguist Emily Bender and co-authors described such models as stochastic parrots: systems that reproduce plausible-sounding language without true understanding of meaning. This distinction matters for policy because it challenges claims that these systems reason or understand in any human sense.

A newer and more operationally significant category is agentic AI. Unlike traditional software that executes a fixed instruction and stops, an AI agent pursues a goal through a chain of autonomous, multi-step actions. These actions can include browsing the web, writing code, or accessing accounts with limited human supervision. …
