"IIT Deaths Renew Debate on Student Well-Being and Governance"
Mental Healthcare Act, 2017
Law decriminalising suicide attempts and establishing a statutory right to mental healthcare
National Education Policy (NEP), 2020
Policy mandating counselling and student support in higher education
India's Institutes of Technology function as institutions of national importance under the Institutes of Technology Act, 1961, and are publicly funded to produce national technical talent. Entry into an IIT is treated as the ultimate marker of merit. Campus life is still organised around discipline and steep hierarchy. Decades of reservation under Articles 15(4) and 16(4) widened access for Scheduled Castes, Scheduled Tribes and Other Backward Classes. The 103rd Constitutional Amendment later added a 10% reservation for Economically Weaker Sections. Access to these campuses has grown more diverse, but belonging has not followed automatically. Counselling infrastructure, mentoring, and culturally sensitive teaching have not expanded at the same pace as admissions.
The legal architecture for student mental health has developed gradually. The Mental Healthcare Act, 2017 decriminalised attempted suicide and created a statutory right to mental healthcare, enforced through Central and State Mental Health Authorities. The National Education Policy, 2020 directed higher education institutions to set up counselling and student support services. Both instruments assume that making counselling available discharges an institution's duty of care. This is where the gap between framework and implementation becomes visible. Recent deaths of students at IIT Delhi and IIT Bombay have again raised the question of what a university owes students beyond a counselling cell.
India's approach to student wellbeing mirrors a wider pattern in its public health system. That system has historically emphasised curative treatment over preventive, promotive and rehabilitative care. Responsibility for organising health services is meant to be shared between the Centre and the states under a decentralised model. The World Health Organization frames mental health as a product of social, economic and physical environments. It argues that prevention must address individual, social and structural determinants together, not clinical treatment alone. Applied to a campus, academic overload, discrimination, opaque grading, and unresponsive grievance systems are themselves determinants of distress, not background conditions unrelated to it.
A university's wellbeing obligation operates at two levels. The first is clinical. It covers crisis intervention, therapy, and medication delivered by trained professionals when a student is already in distress. The second is structural. It covers the rules, hierarchies, classroom practices, hostel conditions, evaluation systems, and grievance procedures that shape everyday campus life. Outsourcing wellbeing entirely to counsellors treats distress as an individual problem to be managed by experts. It leaves the institutional environment that produced the distress unexamined. India's National Task Force on Student Mental Health and Suicide Prevention, in its interim report, links student wellbeing to academic pressure, discrimination, financial hardship, institutional culture, distrust, and faculty preparedness, not only to individual coping skills. …
