"India Concludes BRICS Chairship of Tax Cooperation Track"
BRICS
A grouping of ten major emerging economies including Brazil, Russia, India, China, and South Africa.
CBDT
Central Board of Direct Taxes, India's apex body administering direct taxes under the Department of Revenue.
BRICS began as an informal grouping of Brazil, Russia, India, China, and later South Africa, aimed at giving major emerging economies a stronger voice in global governance. After a recent enlargement, it now has ten members: Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, the United Arab Emirates, and Indonesia. India holds the BRICS Chairship in 2026, under the theme Building for Resilience, Innovation, Cooperation and Sustainability. This gives India agenda-setting authority across sectoral tracks such as finance, tourism, sports, and taxation.
Tax cooperation is one such sectoral track. Its importance has grown because global tax rulemaking has long been shaped by developed-country-led forums, especially the OECD/G20 Base Erosion and Profit Shifting (BEPS) project. Developing and emerging economies have argued that such processes under-represent their interests. This is part of a wider pattern. The same divide between established and emerging powers that stalls reform of bodies like the UN Security Council also shapes negotiations over global tax rules, including the ongoing talks on a UN Framework Convention on International Tax Cooperation, where BRICS states are seeking a more unified voice.
The BRICS Heads of Tax Authorities Meeting, hosted by the Central Board of Direct Taxes (CBDT) under the Department of Revenue, Ministry of Finance, marked the conclusion of India's chairship of the BRICS tax cooperation track. Ten BRICS tax administrations took part. The CBDT is India's apex statutory body for administering direct taxes.
Three durable institutional outcomes were adopted. First, two new Working Groups were created, one on International Taxation and Transfer Pricing, and another on Revenue Statistics, with India leading both. …
