"Health Ministry Marks Eight Years of AB PM-JAY, Five of ABDM"
AB-PMJAY
Centrally sponsored scheme giving cashless hospital cover up to ₹5 lakh per family per year.
ABDM
Digital mission building a health-ID, provider registry and facility registry system.
Universal health coverage means every citizen can get needed care without facing financial ruin. India's National Health Policy, 2017 set a target of raising public health spending to 2.5% of GDP, a benchmark the country has struggled to reach through budgetary spending alone. To close this gap, the government launched Ayushman Bharat in 2018 with two linked parts. One part strengthens primary care through Ayushman Aarogya Mandirs. The other part protects families from catastrophic hospital bills through a publicly funded insurance scheme, AB-PMJAY.
Over time, this architecture grew to include a digital layer as well. The Ayushman Bharat Digital Mission (ABDM), launched in September 2021, was built to make health records portable across hospitals and states through a unique digital health ID. It is important to be precise about what ABDM actually guarantees. Hospital adoption of ABDM remains voluntary, not mandatory. Enrolment of every citizen is also not automatic. The one accurate claim is that ABDM enables seamless portability of health records for those who do join. This distinction matters because it is easy to assume a digital health mission automatically means universal, compulsory participation, which is not the case.
AB-PMJAY is a centrally sponsored scheme. It offers cashless treatment for 1,961 procedures across 27 medical specialties through empanelled public and private hospitals, with a cover of up to ₹5 lakh per family per year. The Centre and States share funding in a 60:40 ratio for most states. This shifts to 90:10 in the Centre's favour for North-Eastern states, Himachal Pradesh, Uttarakhand, and Jammu & Kashmir. In October 2024, the scheme was extended to all senior citizens aged 70 years and above, regardless of income, bringing a large new group of elderly citizens under cover.
ABDM rests on a few core registries. …
