"Rural Skilling Scheme DDU-GKY Gets Upgraded 2.0 Framework"
National Rural Livelihoods Mission
MoRD's umbrella programme promoting livelihoods and self-employment for rural poor households.
Placement-linked skill training
training explicitly tied to guaranteed post-training job placement, not just certification.
The Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) was launched on 25 September 2014 by the Ministry of Rural Development. It operates under the National Rural Livelihoods Mission. The scheme provides placement-linked skill training to rural youth aged 15 to 35 years from poor households. It sits within a wider central skilling landscape that also includes schemes like the Pradhan Mantri Kaushal Vikas Yojana, run by the Ministry of Skill Development and Entrepreneurship. The two are often confused. DDU-GKY is specifically rural-focused and outcome-linked, tied to actual job placement, while other skilling schemes may certify skills without a placement mandate.
India's youth population is projected to reach nearly 345 million by 2036. This demographic profile is often called India's demographic dividend, a window where a large working-age population can lift growth if it is healthy, educated, and skilled. Realising this dividend depends directly on building employable skills at scale, which is the core rationale behind DDU-GKY.
The scheme completes 12 years this year. Over this period, the government notified upgraded DDU-GKY 2.0 Guidelines in May 2025, strengthening the framework around training, placement, employment sustainability, and post-placement support. The scheme mandates social inclusion targets: 50% coverage for SC/ST communities, 33% for women, and 5% for persons with disabilities, ensuring that skilling benefits reach vulnerable rural groups, not just those already close to the labour market.
DDU-GKY 2.0 retains a minimum training duration of 576 hours but restructures how this time is used. A standard three-month course includes 396 hours of domain-specific technical training and 180 hours of mandatory non-domain training, split evenly across English Communication, Employability and Life Skills, Computer and Digital Literacy, and Entrepreneurship. This ensures candidates leave with a trade skill plus communication, digital, and workplace readiness.
The definition of successful placement has also changed. Earlier, placement counted as continuous employment for three months. Under DDU-GKY 2.0, this minimum has been extended to six months, and it now explicitly recognises non-continuous employment, including wage work, self-employment, and gig work, as valid outcomes. …
