"Crude Oil Surge Widens Losses at Oil Marketing Companies"
Under-recovery
gap between an OMC's cost of supply and the regulated selling price of a fuel like LPG
Gross Refining Margin (GRM)
difference between the value of refined products and the cost of crude processed
India deregulated retail petrol pricing in 2010 and diesel pricing in 2014, meaning oil marketing companies (OMCs) are officially free to revise pump prices daily in line with global crude and product prices. In practice, price revisions are often paused for extended periods due to political sensitivity around inflation, even though the legal framework no longer requires government approval. Domestic LPG for households remains an exception: it continues to function as a regulated fuel, with the government periodically issuing financial grants to OMCs to offset their under-recoveries, the gap between the cost of supplying LPG and the regulated selling price. This dual system, market-linked auto fuels alongside a subsidised cooking gas regime, is central to understanding why the same crude price shock affects OMC finances so unevenly across products.
India imports over 88% of its crude oil requirement, and the Indian crude oil basket is calculated as a weighted average of sour Oman-Dubai grade crude from the Persian Gulf and sweet Brent crude, distinct from the separate US benchmark, West Texas Intermediate (WTI). Because India draws heavily on Persian Gulf supply, disruptions to the maritime routes and pipelines that move Gulf crude toward global markets, such as the Bab el-Mandeb strait, the Strait of Hormuz, and bypass pipelines like Saudi Arabia's East-West Pipeline and Egypt's Sumed pipeline (which carries crude from the Red Sea to the Mediterranean, avoiding the Suez Canal), translate quickly into higher landed costs for Indian refiners.
OMCs earn from two distinct activities: refining crude into fuels, and marketing (retailing) those fuels to consumers. Refining profitability is captured by the Gross Refining Margin (GRM), the difference between the value of the refined products and the cost of the crude processed. Marketing profitability depends on the gap between the government-influenced retail price and the actual cost of procurement, called trade parity pricing, a blend of import parity and export parity benchmarks. When global crude prices and refining margins rise together, GRMs improve, but this only partly offsets marketing losses, because the three public-sector OMCs (Indian Oil, Bharat Petroleum, Hindustan Petroleum) sell far more fuel at retail than they themselves refine, buying the balance from other refiners at market rates. …
