"India-Japan Air Exercise Deepens Defence Interoperability Push"
Interoperability
the capacity of different armed forces to operate together efficiently toward a shared objective.
ACSA
Acquisition and Cross-Servicing Agreement, enabling reciprocal logistics, fuel and supply sharing between militaries.
India's long-held preference for strategic non-alignment kept it out of formal bilateral security pacts for decades. This changed with the Joint Declaration on Security Cooperation of 2008 with Japan, making Japan only the third country with which India formalised such a bilateral security understanding. That declaration recognised shared maritime interests between the two countries and set in motion a structured programme of Joint Military Exercises (JME).
Since then, the relationship has gained further institutional layers: the shared Japan-India Vision 2025 roadmap, the 2+2 Foreign and Defence Ministerial Dialogue, and the Acquisition and Cross-Servicing Agreement (ACSA), which allows the two militaries to reciprocally share logistics, fuel and supplies. This layered approach mirrors a broader pattern in India's defence diplomacy. Indo-US defence deals are often considered more consequential for Indo-Pacific stability than continued reliance on Indo-Russian platforms, precisely because American-origin systems allow far greater interoperability with other democratic Indo-Pacific partners. India's parallel effort to deepen ties with Japan follows the same diversification logic: reducing dependence on a single defence partner while building the capacity to operate jointly with multiple like-minded forces.
Military interoperability is the capacity of different armed forces to work together efficiently to achieve a shared strategic or operational objective. It operates on three levels. Technical interoperability ensures communication systems, weapons platforms, and data links can physically connect with one another. Procedural interoperability depends on shared doctrines, standard operating procedures, and common terminology, so that units from different countries can plan and execute a mission using the same playbook. The human dimension, built through repeated joint exercises, reduces friction by creating mutual trust, familiarity with each other's practices, and linguistic ease among personnel. …
