"Credit Guarantee Now Extended to MSME Invoice Discounting Platforms"
TReDS
RBI-regulated electronic platform for discounting MSME trade receivables through competitive bidding by financiers
CGTMSE
Trust that provides collateral-free credit guarantees to Micro and Small Enterprises
The Micro, Small and Medium Enterprises sector employs a very large share of India's non-farm workforce and contributes close to a third of GDP. Despite this scale, MSMEs face chronic difficulty in accessing formal working capital. Banks are reluctant to lend against unpaid invoices because they cannot easily assess buyer solvency, and small enterprises rarely have the collateral that formal lenders demand. This is compounded by delayed payments from large corporate buyers, an issue the MSMED Act, 2006 tries to address by mandating that buyers pay micro and small enterprises within 45 days.
To tackle the collateral gap, the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) was set up in 2000 by the Ministry of MSME and SIDBI to guarantee collateral-free loans to micro and small enterprises. Separately, the Reserve Bank of India conceived the Trade Receivables Discounting System (TReDS) to solve the payment-delay problem directly: instead of waiting for a buyer to pay, an MSME seller can discount its invoice and get paid early by competing financiers. TReDS has been operational since 2017 and today runs through three licensed platforms, M1xchange, RXIL, and DTX (KredX). Enterprise classification itself was revised in 2020: instead of investment alone, the MSMED Act now uses combined investment and turnover criteria, with medium enterprises allowed investment up to ₹50 crore and turnover up to ₹250 crore, and export turnover excluded from the turnover calculation.
Until now, these two threads, collateral-free guarantees and invoice discounting, ran on separate tracks. The Union Budget for 2026-27 announced that CGTMSE-style guarantee cover would be extended specifically to TReDS transactions, and this has now been operationalised.
TReDS works as a three-party marketplace. A Micro or Small Enterprise (the seller) uploads an invoice raised on a corporate buyer, government department, or public sector undertaking. The buyer accepts the invoice electronically, after which multiple banks and NBFCs (financiers) place competitive bids to discount it. The seller gets paid immediately at the discounted rate, and the financier recovers the full invoice value from the buyer on the due date. A platform like M1xchange does not itself lend money or assess creditworthiness the way a rating agency does; it simply hosts this electronic bidding and settlement process, which is exactly what distinguishes it from a collateral-based lender. …
