"Government Launches Sovereign-Backed Maritime Insurance Pool"
Protection & Indemnity (P&I)
liability insurance covering a shipowner against pollution, crew injury, and third-party claims.
Hull & Machinery insurance
cover for physical damage or loss to a ship's structure and engines.
India's insurance sector operates under the Insurance Regulatory and Development Authority of India (IRDAI), set up under the IRDAI Act, 1999. Non-life insurance penetration in India remains below 1% of GDP, far behind global peers. Marine insurance is one segment within this gap, and it has historically been dominated by foreign providers, especially for high-value cargo and liability cover.
For decades, Indian shipowners depended on the International Group of P&I Clubs, a coalition of about 13 mutual insurance associations based mostly in the United Kingdom and Europe. These clubs provide Protection and Indemnity cover, which protects shipowners against liabilities such as oil pollution, crew injury and cargo-related claims. This dependence meant India had almost no domestic institutional capacity in marine underwriting or claims management. It also meant an estimated USD 45-60 million flowed out annually in P&I premiums to foreign entities alone.
The Bharat Maritime Insurance Pool (BMIP) was created as a sovereign-backed alternative to this arrangement. It marks the first time Indian insurers are collectively underwriting high-value Indian vessels without primary reliance on Western P&I clubs.
Marine insurance rests on distinct covers. Hull & Machinery insurance protects a vessel's physical structure and engines against damage or loss. Cargo insurance protects goods being transported by sea. Protection & Indemnity (P&I) cover is different in kind: it is a liability cover, protecting the shipowner against third-party claims like pollution damage, crew injury or cargo disputes. War Risk insurance is an additional layer covering losses from piracy, conflict or war-related perils, which matters when ships transit high-risk corridors.
BMIP combines these covers into a single pooled structure. Indian general insurers who are Pool members jointly issue policies, then reinsure the underlying risk among themselves in proportion to the underwriting capacity each has committed. …
