BackgroundCore Concept

Background

Household saving has traditionally been the main source of India's domestic capital formation, split into physical savings (real estate, gold) and financial savings (bank deposits, insurance, provident and pension funds, mutual funds). Net financial savings is obtained by subtracting a household's financial liabilities, its loans and other debt, from its gross financial savings. This makes household debt an accounting counterpart of savings: when borrowing rises faster than gross savings, net financial savings falls even if households keep saving in absolute terms.

A large part of these financial savings does not stay idle. Banks, insurance companies, and mutual funds that receive household deposits and premiums in turn invest heavily in government dated securities, sold through auctions at market-related rates. This channel makes household financial savings one of the principal sources funding the government's market borrowing programme and a major component of India's internal public debt. The health of household balance sheets and the cost at which the government borrows are therefore linked. A household sector burdened by debt, generating lower net financial savings, has a smaller surplus available to absorb government bonds.

The Indian household's relationship with debt has changed. For decades, mortgage-style housing loans were the dominant form of borrowing, an asset-creating debt. Over the past decade, credit cards, personal loans, consumer durable loans, digital lending apps, and buy-now-pay-later schemes have expanded rapidly. This has lowered the transaction cost of unsecured borrowing and blurred the line between what a household can afford and what it can borrow.

The Topic Explained

As per the Reserve Bank of India, household debt rose from 39.2% of GDP in March 2021 to around 42% in June 2023 and to 45.5% in September 2025. This remains below the levels seen in many emerging markets but is rising steadily. Households' net financial savings also moved, recovering to around 6% of GDP in 2024-25 from 5.2% in 2023-24, according to the government's own reply in Parliament. The debt build-up is therefore not simply the mirror image of a savings collapse; both trends can coexist.

Two categories of household debt need to be separated. Loans tied to asset creation, chiefly housing loans, add a corresponding asset to the household balance sheet and can be viewed differently from debt taken for routine consumption. …
