"Government Approves Apex Body for Transport and Logistics Planning"

UPSC Angle & Conclusion

GS Paper 3: Infrastructure (Transport and Logistics); also relevant to GS Paper 2 for institutional design and inter-ministerial coordination.

Prelims:

  • •Integrated Transport and Logistics Authority (ITLA) is approved as an apex Special Purpose Vehicle for cross-modal transport planning, appraisal, and monitoring.
  • •India's logistics costs are 13-14% of GDP, against a global benchmark of about 8%; the National Logistics Policy 2022 targets bringing costs below 8%.

Mains:

  • •Analyse how fragmented sectoral planning in transport raises logistics costs and what institutional reforms like ITLA can do to address this. Use directive words: 'Examine' or 'Critically analyse'.
  • •Discuss the complementary roles of PM GatiShakti, NLP 2022, and ITLA in reducing logistics costs. A good answer distinguishes coordination tools from apex planning and appraisal bodies.

BackgroundCore Concept

Background

India's transport sector covers roads, railways, ports, airports, and inland waterways. Each mode falls under a separate ministry. About 70% of freight in India moves by road, far more than any other mode. This heavy dependence on roads is a key reason logistics costs in India stand at about 13-14% of GDP, well above the global benchmark of roughly 8%. High logistics costs raise prices for manufacturers, reduce farm-gate returns for farmers, and cut margins for small traders. They also make Indian exports less competitive in global markets.

Effects of High Logistics Costs in India
High logistics costs in India
Higher prices for manufacturers
Lower farm-gate returns for farmers
Narrower margins for small traders
Lower competitiveness of Indian exports

The government has used two major tools to address fragmented planning. The PM GatiShakti National Master Plan places infrastructure data from many ministries on one GIS-based digital platform, helping departments see all ongoing and planned projects together and avoid duplication. The National Logistics Policy (NLP), 2022 set a clear goal of bringing logistics costs below 8% of GDP. Sector-specific bodies also exist: the Dedicated Freight Corridor Corporation of India (DFCCI) builds freight-only rail corridors, and the Container Corporation of India handles rail-based container freight. These are Special Purpose Vehicles set up for defined single-mode tasks.

Despite these steps, transport planning remained fragmented. Railways, roads, ports, civil aviation, and inland waterways each planned and cleared their own projects separately. This produced poor multimodal links. A port could be built without matching rail or road connectivity. No single body researched, planned, appraised, and monitored transport projects across all modes together. That gap is what the newly approved Integrated Transport and Logistics Authority (ITLA) is designed to fill.

The Topic Explained

The Union Cabinet approved ITLA as the apex institution for long-term transport and logistics planning, appraisal, research, monitoring, and impact assessment across all modes. ITLA is structured as a Special Purpose Vehicle, a separate entity set up for one defined purpose, similar in form to DFCCI. It does not replace existing bodies. Institutions like DFCCI and the Container Corporation of India continue their own freight operations. What ITLA adds is a single apex layer above them for cross-modal planning and oversight.

ITLA's primary task is to prepare a National Transport Master Plan with a planning horizon of ten years or more. This plan will cover roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility, and logistics together rather than mode by mode. ITLA will also verify that shorter five-year sectoral plans and annual ministry plans align with this long-term master plan. …
