one of seven core sectors, like roads or railways, coordinated under GatiShakti
India's infrastructure has long suffered from siloed planning. Roads, railways, ports and utilities were often planned by separate ministries without coordination. This led to delays, cost overruns and duplicated work. For example, a newly built road was dug up again for a pipeline. To fix this, the PM GatiShakti National Master Plan was launched on 13 October 2021. It is a GIS-based (Geographic Information System) digital platform. It brings infrastructure data from different ministries, states and union territories onto one map. A GIS is a system that stores and displays location-based data in layers. This lets planners see roads, forests, railway lines and economic zones together on a single screen.
The plan rests on six guiding principles: integrated development, use of multiple transport modes together, last-mile connectivity, faster land acquisition, fewer clearances, and lower ecological impact. It organises planning around seven Infrastructure Engines: roads, railways, ports, waterways, airports, mass transport and logistics infrastructure. These form the core sectors the plan coordinates. This builds on India's long-standing recognition. Going back to early Five-Year Plans, India recognised that infrastructure is a precondition for growth in every other sector of the economy. Infrastructure is not an end in itself.
The platform's institutional design also connects to a wider digital-governance question. How should government combine data from many sources, government and increasingly private, for better decision-making? A related and distinct initiative links PM GatiShakti's portal with private transaction-data analytics. This adds real-time economic signals. It shows the direction this planning model is heading: from static maps to dynamic, data-driven decisions.
PM GatiShakti works through a three-tier institutional framework. The Empowered Group of Secretaries (EGoS) is chaired by the Cabinet Secretary. It oversees implementation and approves changes to the Master Plan. Below it, the Network Planning Group (NPG) brings together heads of network planning divisions from infrastructure ministries. It examines project proposals and ensures unified, optimised planning. A Technical Support Unit (TSU) of domain experts assists the Logistics Division. The Logistics Division acts as the PM GatiShakti Secretariat. The TSU helps in evaluating these proposals. This layered structure means no single ministry plans in isolation. Every major project is checked against the bigger map before it is sanctioned.
The National Master Plan (NMP) now covers 58 Central Ministries and Departments and all 36 States and Union Territories. …
