Background

The International Monetary Fund (IMF) is a 190-member global institution. This means nearly all countries belong to it. Each country gives money to the IMF based on its economic size. This contribution is called a quota. The quota also decides how much voting power each country has. The IMF watches global financial stability. It also lends money to countries that cannot pay for imports.

The IMF publishes three separate reports twice a year. The World Economic Outlook (WEO) gives forecasts for global growth. The Global Financial Stability Report (GFSR) tracks risks that are building up in the financial sector. The Fiscal Monitor tracks government finances and debt. The International Monetary and Financial Committee (IMFC) advises the IMF on its work direction. The World Bank takes part in IMFC meetings only as an observer. The IMF also runs emergency lending tools. These are called the Rapid Financing Instrument and the Rapid Credit Facility. They help countries facing a sudden balance-of-payments shock.

Global debt crises are not new. The Bretton Woods system of fixed exchange rates collapsed in the 1970s. After this, developing countries lost easy access to official loans. They had to borrow from Western commercial banks instead. This led to repeated debt crises and rising poverty. Africa and Latin America were hit hardest. Today's warning about advanced-economy debt shows the same underlying problem. When big economies borrow heavily, the cost and availability of credit for poorer countries changes too.

The Topic Explained

Governments borrow when their spending is more than what they collect in revenue. Public debt builds up when borrowing keeps outpacing revenue over time. The problem gets worse when interest rates rise. Both new borrowing and refinancing old debt become costlier. For example, US government interest payments are projected to reach 5.3% of GDP by 2031. This is nearly double the pre-pandemic level of 2.8%.

Wealthy countries' borrowing affects poorer ones mainly through bond markets. Government bonds, especially US ones, act as a global benchmark for borrowing costs. When US bond yields rise, investors shift money toward US debt, pulling capital away from developing economies. To still attract investors, developing countries must offer higher interest rates. …
