"India Weighs Joining Global Carbon Market Coalition OCCCM"
CCTS (Carbon Credit Trading Scheme)
India's compliance carbon market setting emission intensity targets for energy-intensive industries.
OCCCM
a coalition of countries working to align how domestic compliance carbon markets operate and communicate.
India's Carbon Credit Trading Scheme (CCTS) existed on paper since 2023. Now it has become a real, binding system. Nearly 500 Indian companies across seven industrial sectors filed their first compliance reports under it recently. CCTS works through a baseline-and-credit design. Firms in energy-intensive sectors get emission intensity targets. Those who beat their target earn tradeable Carbon Credit Certificates. Those who miss it must buy credits to cover the shortfall. This scheme builds on India's earlier energy-efficiency trading experience. It is meant to help deliver India's Nationally Determined Contribution (NDC) and its 2070 net-zero goal.
The international legal basis for carbon markets lies in Article 6 of the Paris Agreement. Article 6 covers both market mechanisms and non-market approaches. It allows countries to cooperate bilaterally on emission reductions. It sets up a centralised, UN-supervised crediting mechanism. It separately permits non-market cooperation that does not involve trading credits at all. This dual character is why Article 6 keeps coming up in climate discussions. It is not just a trading rulebook. It is a broad cooperation framework. As more countries price carbon domestically, Article 6 becomes the bridge. Through this bridge, separate national systems can eventually connect.
The Open Coalition on Compliance Carbon Markets (OCCCM) was launched by the European Union, China and Brazil. It helps domestic carbon markets talk to each other better. Germany and New Zealand joined first. Then Canada, France, Norway, Singapore, Türkiye and the United Kingdom joined. OCCCM aims to align carbon market rules, MRV systems and accounting methods across countries. MRV stands for Monitoring, Reporting and Verification. This means checking that claimed emission cuts are real. The coalition works through high-level meetings as its top decision-making body. It also uses executive-level meetings, thematic working groups, and a secretariat for coordination. …
