The Shanghai Cooperation Organisation (SCO) is a regional group formed in 2001 by China, Russia and four Central Asian states. Its founding charter commits members to fight what it calls the 'three evils': terrorism, separatism and extremism. These mean armed attacks, breakaway movements, and radical ideologies that threaten state stability. India and Pakistan joined as full members in 2017 at the Astana Summit. The bloc has since grown to ten full members. Iran and Belarus were added.

This body met for its 25th time in Dushanbe. A separate Council of National Coordinators manages routine work between summits. The chair of these bodies rotates annually among member states. This means India must keep engaging even when the chair or a fellow member has strained ties with it.
India set out its own goals for the grouping through the SECURE framework. This was announced at the 2018 Qingdao Summit. SECURE stands for Security, Economy and trade, Connectivity, Unity, Respect for sovereignty, and Environment. This framework still shapes how India frames its SCO interventions.
